Yesterday, Camate - one of the Community Representatives - posted the following in the official forums:
He says that personal houses are scheduled for Patch 2.38 - so that means it will be coming even before Patch 2.4 gets released!

There is no information yet about any prices and such. I'll keep you updated if I find new information!
